DLSA Consulting is looking for a Vice President to join our executive team in BC. We are a premier consulting firm specializing in the projects that keep the World moving and running—from rail and public bus transit systems to the cutting-edge congestion toll systems and toll roads, sophisticated park and ride projects, renewable and conventional energy generation projects, wastewater treatment and desalination plants.
The Role
As VP, you will bridge the gap between complex engineering projects and sophisticated financial structures. You won't just be overseeing projects and bids; you’ll be shaping the future of the international infrastructure landscape.
Key Responsibilities:
- Strategic Leadership: Drive the firm’s growth strategy within the Rail, Public Transportation, and Renewable Energy sectors.
- Business Development: Increase DLSA revenues by promoting our advisory services to prospective and existing clients.
- Day-to-Day Operations Management: Manage multiple projects and consulting mandates simultaneously. Provide mentorship and strategic oversight to consulting teams and coordinate with external subject-matter experts.
- Relationship Management: Act as a trusted advisor to C-suite management of major public transportation companies, construction companies and infrastructure developers, and financial institutions.
- Transaction Advisory: Lead high-value Bids, M&A Deals and Due Diligence processes for major public and private infrastructure projects and procurements.
- Bid Strategy and Pricing Management: Assist our clients in pricing and budgeting complex Capital and O&M projects by coordinating multi-disciplinary pricing teams and making their bids competitive through creative approaches.
- Financial Engineering: Create and implement complex project finance structures, lead Debt and Equity Raising initiatives to ensure project bankability, supervise financial modeling.
- Mobilization and Delivery: Support our clients after bid award through financial closing, mobilization and project delivery phases.
- Sustainability Integration: Spearhead consulting for Electric transit transformation and green energy sourcing, helping our clients to meet the climate targets while improving operational efficiency.
Who You Are
- The Expert: You have 10+ years of senior management experience in public infrastructure construction and/or operation companies with direct responsibility for major P3 or EPC projects.
- The Businessman: You led commercial and/or business development side of the business: contract negotiations, program management, consortium or partnership management, project finance, M&A.
- The Strategist: You understand the lifecycle of a project—from the first line of a financial model to the final bolt in a rail.
- The Leader: You mentor with empathy and lead with clarity, fostering a culture of excellence and professional development.
- The Communicator: You feel confident to present and discuss strategic decisions and dilemmas with C-suite management, BODs, investment committees. You can distill complex financial and operational risks into actionable insights for diverse stakeholders.
Qualifications:
- MBA or other Master’s degree in Economics or Engineering.
- Prior Senior Management Experience in Advisory, Public Bus Transit, Rail or Infrastructure Construction companies.
- Bid and Consortium Management Experience in landmark public infrastructure projects.
- Track Record of completed Project Finance Deals and awarded Infrastructure Bids for major projects.
- Deep knowledge of the infrastructure market and P3 (Public-Private Partnership), PFI, BOT, Concessions and EPC project models.
- Proven Experience developing and successfully delivering Public Transportation or Renewable Energy projects from greenfield stage.
- Prior LRT or Metro management experience – an asset.
- Readiness to frequent overseas travel (Middle East, Europe, USA).
- PMP designation.
- CFA or in process of obtaining CFA designation.
- Advanced Financial Modeling Skills.
- Understanding in Public Transportation Demand Forecasting Models.
- Hands-on experience with public transportation planning and rostering software (Optibus, Railsys or others), project management/task management software (Monday, MS Project or others), high proficiency in Excel and AI agentic tools.
- Ability to understand and comment on engineering drawings and specifications.
- Experience in negotiating and understanding of customary commercial terms of complex off-take and concession agreements, consortium agreements, public transit O&M contracts, PPAs, EPC contracts, project finance loan agreements, shareholders agreements, rolling stock and fleet supply and maintenance contracts.
- Established relationships with project finance teams in major multinational banks and institutional investors an asset.
- Global Mobility: Readiness for frequent overseas travel (Middle East, Europe, USA)
- The successful candidate must be legally entitled to work in Canada
